You can make getting to level 35 the requirement to use ANY of the roleplay forums since then they’d have seen enough forums to know what kind of roleplay is expected of them.

Also you shouldn’t be allowed to be a Mod unless you’ve been banned 50 times to prove that you know the rules well enough to be a law abiding citizen deserving of power.
