edit- i guess pbuming would help to differentiate the good/bad ideas, but overall I think this just delays the inevitable

Coordinated downvoting can be thwarted by giving all submissions a fair chance for a few hours to be upvoted if they deserve it.

If the first 6 hours are “Upvote or Pbum”, and then you are allowed to go back to your Pbumed votes and change your mind, then that might help avoid the Downvote Rush that kills decent ideas before they have a fair chance. If an idea can ambum, say 5 Upvotes before the Downvote Rush, then it’s twice as difficult for the coordinated downvoters to screw people over.
