Because many people share IP addresses. For example, a dorm room might have one gateway for 100 students.

Also, getting permission wouldn’t be feasible. It would be far too time consuming to check up on every request for permission.

Finally, many people’s IPs change all the time (mine does on my ISP quite often) and they would easily get around such checks.
