Does the Domination card Switcheroo only switch flavas you actually have scoops in, or can you switch with a 0 flavor?

Example: Switch 5 yellow and 0 white to be 5 white and 0 yellow.

The latter. Switch 5 lemon and 0 vanilla to be 5 vanilla and 0 lemon.
