...which wouldn’t actually do them much good, since they can’t participate in endgame play while they’re rebuilding and replaying. Is it worth it for you to spend a month or more unable to participate in domination so that you can get a +1 bonus to one stat?

Yes, for people who actually LIKE the endgame options. While this may seem strange to you, some people just don’t find things like domination interesting.

Sure domination is currently dominated by a handful of active players who have invested a huge sum of BP in alts but that can always be changed to make domination more competitive.

This isn’t useful for people who want to play domination, since anybody going back through the story is going to be basically excluded from domination until they get their level and eq back.

Again: Alts are useful for domination, this is useful for single-player and abnormal play.
