This is effective because we just have too many cards to destroy scoops but none to destroy cards.

At the moment the destroyer card is a bit underpowered, as the thief card does the same destruction and even give you a scoop in return.

How about changing the destroyer card into a card-destructing type?

The Destroyer: By playing this card you can remove a single scoop card of the flava of your choice from any player on your scoreboard.
