That’s caused by the neurons in the part of the brain that used to be there to receive input from the limb being rebumigned to other things. If they’ve not de-linked from their old connections then it creates the sensation of the limb being there when they’re activated as part of whatever job they were put to.
So… short answer, no. The phantom limb is an artefact created by the brain’s incomplete rewiring.

Hmm, you’re right… to induce the illusory feeling the rubber male reproductive organ was your own male reproductive organ, you’d have to get someone to simultaneously stimulate both of them.
Although, maybe once the illusion’s set up you could switch to just giving the dildo a handjob, and because your brain was fooled into thinking it was your own male reproductive organ it’d respond to that.
