Fran believes it's an excuse for Crotch Zombie to move to Brazil. Mexico is between USA/Canada and Brazil, so it's a valid theory.

It should be noted that at the beginning of Episode 2, the state's prosecuting attorney (a friend of DrrtyCop74) is a mexican. While no direct information about his future role in the storyline is given, along with this other information it seems clear that this prosecuting attorney may play a MAJOR role in Episode 3...
