I don’t think I have any special insight into that situation, it would probably be better addressed to the episode 2 team, if any remain. I think the simple answer is when that announcement was made, there wasn’t a real map for what was going to happen next. And it turned out that the emphasis was put on the story elements rather than the gameplay elements.
