Eh, thing is people will trade 3 (average) hats for Bill’s just cause it can’t be gotten by any other means, or maybe they like Bill, or maybe they want to get it just to trade it for hats they actually want. Some people trade for cool looking hats/stuff they want, others for just the value. Most people just take one good hat and one okay hat for it, but there are still jews on the steam forums who want 4 hats for bills. It’s silly, but I bet he’ll get an offer.

I got my fez and camera beard earlier for it so meh. It all depends on the people involved.
