Hobart has been banned more than that, all of hobarts are very close. Doesn’t that make him a consistent rule breaker as well?

Has Hobart learned the rules at all from his bans? Of course not. Just ban him for a year. The mods jobs will be easier (we only have 2 so they are already understaffed) and he can become a contributing member of society.
