This is essentially castrating the mods in front of the entire community. If you’re going to take away their individual powers then you’re basically making them into what, hall monitors? That’s laffable at best. The last part of your post there make more sense: Community bans.

Community/mb bans are desperately needed. Halp ET please fix this nao!
