things count as cp if the website where it’s placed is interested in it
If someone posts the girl who pees herself from an episode of the sarah silverman program on a humor forum it’s not cp if the same video is posted on a pee fetish site it is
if the offending picture is posted on a parenting forum it’s not CP if it’s posted on /b/ or another openly-pedophile forum, it is. This site is a gray area. I think the picture was posted on generic role-playing for a humorous purpose, which should be legal. But in the troll’s hole people are “openly pedophile”, so posting it there would be illegal.
the drawing is legal everywhere by the way, except maybe australia where some guy got arrested for a naked picture of bart simpson
