Or, more simply, a vote minimum. Nothing can be eliminated until it gets some realistic number of votes. Then, the percentage kicks in.

Yet, it’s more than a lot of people seem interested in voting on and we are still eliminating things.

We don’t vote on most of forumbuildr, because much of it is bad, it gets boring quickly, and there is a lot of it. If there was more crap, we would vote less.
