I can see a once a month submission, one per player (not per alt), and then CZ reviews them at their leisure. They can even set maximum values for the normal stats, and then have an extra text box where you can describe ‘other effects’.

And if you had the ability to choose your own item stats, give one reason why you wouldn’t just max them all out and submit it.
