Level 4 is required to participate in chat and to post on the forums. It is required for Kyoubai. Level 4 takes at least two days to get to and after that it is not an issue. By restricting usage to level 4, you are eliminating users who make accounts with fake emails so they can use them for INCIT scamvoting
