Why is it so hard to go after 18 and up. 16 year old girls are not supposed to be objects of sexual gratification, they are minors. In most states you can go to jail for just kissing one if you are over the age of 18.

Actually in the state of PA 16 is the legal age of consent. That means it’s legal.
