It costs more to kill the people than it does to keep them in prison. Since these people were all convicted of crimes, they get to go through the rehabilitation process before any judgment is made on the status of their punishments. This means that the people in the picture are

1. not necessarily sentenced to life imprisonment

2. not necessarily going to cost anyone money

There is no certainty that these people have even committed a serious crime, so they could be let off without the therapy process.
