Honestly, I think where the angst comes from is that known trolls tend to be viewed a bit more harshly while posting in GD. This isn’t mod fault or rule fault, it’s just that having earned a rep for being a naughtypants, everyone is more likely to point the troll finger than they are at some random person who might very well be underhandedly trolling.

It’s a fine line, and any level of sarcasm is often looked at as trolling. It is extremely hard to point out that someone is being an oblivious moron in GD without worrying about being looked as as trolling GD.

That said, I’d rather have it this way. GD needs the rules. There needs to be a place that is geared toward honest straight forward game discussion. If getting that on a site that encourages trolling means GD is a vast land of unfunny, literal posts so be it.
