I emphatically disagree with OP’s statement.
No one is allowed to “declare” a meme.
It either is a meme (pronounced ‘meme’ )or it isn’t. Its status is based on how widely known and accepted the gag is.
Since I’m uber awesome leetsauce male reproductive organ mongler over 9000 and I never heard of your alleged meme gag, I call bull****. Furthermore the fact that i call bull**** makes it unfunny to me and they only way to make something cursed with unfunny into a meme is to spam the ever living **** out of it which only makes it a forced meme anyhow.
Sadly for you, the logic of not being able to declare a meme doesn’t work in reverse.
