This sounds more like a use of brownie points for me. Maybe 1 brownie point buys you a 20-25 point attack, 2 points buys you 40-45, and 3 points buys you 60-65. Then you could bumign a name, text/pic, and a picture.

Since the brownie point stuff, aside from custom titles and avatars, are largely intended as “cheats”, it’s pretty much fair for people to have access to “Threaten to Contact the Authorities” in this way, while serving as a template for custom attacks.
