The only problem with this is you would have 365 people receiving the peen every year. At some point it would get down to people with one reply to their threads or one friend request. Currently 15 people have flamebate and 20 have popularity, so it still needs to be fairly rare, just not impossible.

Maybe remove them if they top a leaderboard for a month?
