Sorry, but, what are min repairs? Is it like you grind down an item under 10% before you get it fixed?

Now that I got the DML, it is now time to grind PrayPal some more without actually using the painting to get the adequate items needed to finally pwn the Great Firewall of China easily. What a sad life.

EDIT: But maybe I can pwn it right away? GFoC Strategy please. Currently I have 5000  .
