The way min repair saves flezz, is by allowing you to enter a forum with an item which would be broken by 20%, but instead loses 1%. Hence, enforcing a higher % repaired would fix the problem.

You know items are broken at different rates, right? And so an item that would lose 50%? What about an item that would lose 100%?
