One difficulty with that is that junk items are supposedly going to be getting other uses in Ep 2, and it forces you to sell everything, not just keep some items for other strategic purposes. It would make sense to find a fix that doesn’t involve a forced sell, if for no other reason than it’d have to change for ep 2 anyway.

Also, are the items going to be sold automatically when you enter a forum with broken stuff equipped? I can see that being more of a headache than just a minimum effective repair %

It doesn’t force you to sell everything. It just forces you to sell everything if you’re broke, hoarding items, and attempting to run forums with near-broken equipment.

A minimum effective repair % would fix nothing – it’s called “min repair” for a reason.
