Don’t understand why they don’t since there are lots of weaker level forums where gifts could come in VERY handy for lower level characters. Maybe just gifts from the low-power forums so the bigshot players pwning gfoc and those don’t gain too much of a   advantage. Back when i was a noob i pwned a few community forums and expected gifts so it screwed my char up for a day or two. If this idea has already been made into a thread somewhere here, sorry bout that, just trying to help.
