Some small updates today!

New Stuff

* You now need to be level 4 in order to post on Flamebate or on IDC. This is a new mechanism to prevent abuse.

* Descriptions for Forums are now collapsed and are expandable by clicking on a link.

* Increased max file size of uploads to 100k (was 60k prev.)

* New E-Peen™ for 32 medals in Domination and pwning 40 forums in a row.

Bug Fixes

* There is no longer a problem with the difficulty sorting on the community forums list.
