A suggestion - Klan forums.

Give the leaders of the klans moderator powers for their own klan forum. Stickies, closing threads, editing other peoples post etc. Maybe even prohibiting someone from posting in the klan forum for some time. They’re the leaders, so why can’t they rule? It’s in the works (maybe.) It’s been mentioned hundreds of times before anyway.
