I’m not sure I see the logic in your post. Currently, one person has been on top for ~a year, which is an example of “nothing changing.” My suggestion would make it so the “top few” would get to be the “top one” when they get an increase, which is an example of “a change.”

Maybe I’m missing something.

Well, I did not give a number for the decrease. For example, if you made it -10, it would do more than “cycle through” the top few. I don’t think it should be -10, but depending on the number of the decrease you could make it ‘cycle through’ however many people you would want it to.
