Would a leaguing system like that which exists in soccer change things?

Eg. at the end of each season the players with the most points and the players with the least points are promoted or relegated respectively. So within each division of the league you have your usual grouping going on and the weekly matching operates in a sort of round-robin manner trying to get every player to play each other.

If this was calculated at the start of each week it could work, but would not address the issue of alts in the same bracket. bumuming that that issue needs to be addressed. All in all you’d have to rate the players by some measurements and to that respect this solution is similar to the suggestion of “Domination Score” which would place characters in brackets based on a series of factors from the previous week.
