Well male reproductive organ Cheney took control of NORAD (the guys who shoot planes down) a few days before it happened, and told all the fighter jets who saw these planes go off course not to do anything about it. Also, never in the history of NORAD has it been under direct control of a president or a vice president, because that has always been is the job of a military general.
