Question About Rollover Deliveries

Is it possible to receive any junk item better than a “Phone Book of Cthulu”? At the time of rollover, my luck stat was 70 and my charisma stat was 109 and they’ve been similar for quite awhile. I know there are better junk items in existence, but can they ever be received as deliveries? Are my stats simply not high enough? |

I get a **** ton of those when I actually play even with a luck of 37 and charisma of 56. I think its your level. |
