You can, but you must use the official approved proxy ban appeal template. Start a thread using the template as follows:
Thread Title: I am a veteran player and I speak for insert name of fabulous person you represent
First Post Body: I would like to use my Veteran, respected player status to get the admin staff to unban fabulous person you represent. P sure I can get a lot of other vets on board with this one.
Second Post Body: fabulous person mod who did the banning, you banned a player despite a veteran player vouching for him strongly. The least you owe him is talking to him, in real-time. Please do not dodge the underlying issue by playing the “I’m the mod here” card. Talk to fabulous person you represent and find a more suitable solution to an outright length of ban ban.
