Santa give out free gifts, he proably doesn’t sell them for profit because he has found some loop hole where knock offs are ok so long as they are not sold for cash. I bumume santa operates much like a non profit organisation seeing as he is a charity.

Isn’t this explained in the STalk conversation you have with him? He needs   in order to cure his priapism, which is something he can’t do with the materials at the north pole, nor does the north pole economy offer him the opportunity to raise the   necessary if he did decide to cut corners. I mean, who pays Santa?

Plus, asking for narrative justification for something the developers want to do is generally odd and unproductive.
