meaning that it took 1,100,000,000 years for these conditions to become perfect

that sounds pretty reasonable to me

yes, every (living) cell is a living being. who can say whether or not they experience events though? Everyone always talks about a supposed critical mbum for consciousness but I see no reason to bumume one. Perhaps even single-celled organisms experience subjective phenomena
