It goes beyond the level of atoms too – all atoms have some non-zero chance of decaying into their component particles. The half-life on most non-radioactive elements is insanely long, but in the infinite reaches of time even the long-lived hydrogen atom will break down. Then those constituent particles eventually decay too, until they reach the elementary particles. |
