She’s high on something or other, and is trying to mask it, and is trying to look sexy. However, most educated people could see right through the exterior to the hollow interior: commercialism and making money off of innocent children, who saw her at a dance and wanted to talk to her.

The song is an early-night and late-afternoon person, as it caters to children listening during that time period. She looks best during that time, and is best fit for “purchase.”

She’s basically a thinly-veiled prostitute: looking good, but shallow and only trying to get your money, just like that song by Bbumhunter. She generally hangs out at school dances or under-age clubs, trying to get teenagers to “buy” her.
