Please search our knowledge base. If you can’t find your answer you will be given the ability to submit a bug report.

In other words, you have to actually make an attempt to see if your ‘bug’ has been addressed already before you can post a new report. Which makes since, because IIRC, someone once said that over 90% of the ‘bug reports’ were already previously addressed or were not actually bugs.
