Mostly on account of emoticons permanently becoming part of the archive (you know unless *stuff* happens) If they weren’t so expensive, people would be flooding the game with ugly, low quality, and just plain stupid ones. The high price tag is only to encourage people who want a SERIOUS emoticon in there. And it works rather well, in my opinion.

Thats what the approval process is for.
