You have absolutely nothing to compare it too, except your own bumumptions.

It’s a unneeded change that ET will have to take time out of more important stuff. Seriously, people will just make illegal alts in bulk, wait a day or two then level them up to 4 and do it, it will only be a minor annoyance to them.
