In a tie it picks a person at random, if you’re tied for top then you might get lucky and have it target the other person in which case you confirm the attack, or it targets you… in which case you cancel (unless you are very stupid, or have other reasons for wanting to destroy your own scoops)

I don’t know if it re-rolls the random selection each time you attempt to use the card though, I suspect it might remember who it selected so that you can’t keep playing/cancelling the card to get it to pick the person you want to hit. Or it might re-roll specifically so that you can do that, I have no clue.
