I live in Russia, and my understanding of the government’s Linux usage is this:

A few projects are being written using FOSS software, and depending on the outcome Linux will be either considered for other uses or will be abandoned completely. Corruption is a big problem because some companies (mostly Microsoft) bribe the people deciding which software will be installed…blahblah
