Is this going to be just a “sign your name and get on the list” thing, or is Trout just going to pick a reasonable cross section of the playerbase, based on the recommendations of people whose opinions he trusts?

This is a serious concern. I’d say that handpicked players would be better, because this would lead to more trustful opinions, and probably, better eyes to notice bugs.
