Simply put, when are you supposed to get the second Hacker cinematic (and, presumably, more shops)?

I ask, because I haven’t gotten it, but my already clbumed alts got it immediately, but my hacker has not (and has finished Episode 1).

I thought I got access to the shops slowly as I completed episode 2 content.
