It’s more of a regional dialect affectation thing, and not as common as one would think. I don’t hear it all in the nation’s capital, but if you venture out into the ‘boonies’ you’ll hear it every so often.
I’d liken it to a ‘Fargo’ thing.

I say ‘eh’ a lot, but my accent isn’t as heavy as some people I know. I do live in rural Northern BC though :]
