When did level 01 - 09 become a blue color?

Using Chrome just noticed this today. Didn’t see any announcements on the blog or twitter. Anyone else notice this?
Or has it been this way forever and I’m just blind? |

Level 35 forums are now orange, what level 13 forums used to be. Proportion-wise I guess that means we can expect Level 90+ forums now…? |
