itembuildr consumers co-op only available at certain level?

I popped in to the co-op today, and there’s an item I’d like to buy on my alt ID, but when I switch to the alt, the store isn’t available there. I’ve looked through the wiki and searched flamebate, but can’t find it. And I don’t remember when it appeared on this ID.

Any ideas?
